
There is no such mechanics like this is C:S except for hearses picking up dead. If crime get too out of control it uses the disasters as a trigger to let you know something is wrong with your city, in case you missed it, and wipe out a portion of your city. Watch out in MP as your neighbors will let you know in an impolite way! lol It s also nice to watch the police chase the criminals down the rads, then catch up with them and have a shootout and arrest the bad guys, while if traffic is bad (it doesn't despawn to make it easier on you) the criminals get away and return to parks and hide out only to come back out in the night and start all over again.

SC2013 even treats unemployed sims as vagrants (homeless) that eventual turn into criminals and criminals left unchecked gain levels and make crime worse, plus if they get to max criminal level, they will leave your city and infest your neighbor. I could go on, but you know the story already. Teleport workers to works, let unemployed cims stay home and be happy. In fact, I'd say they do worse than scaling population numbers by despawning traffic to keep 216k traffic limit in check. And furthermore, C:S doesn't have to rely on tricks like using an upscaling multiplicative factor on population numbers like SimCity sadly has to just to make your city seemingly bigger.
